Moving to Buenos Aires

I'm looking into going to semi retire in Buenos Aires and I want to bring my mini-dachshund service dog. I'm also relocating my business with me. Any advice? Is BUeno Aires a good choice. I prefer not on the ocean as I've lived beach front in Los Angeles for years.
