Dog left in the parking lot all night

This photo was taken at Guesthouse Inn & Suites Poulsbo in Poulsbo, WA. This dog was left inside of its owners car in the parking lot of the Guest House Poulsbo ALL NIGHT by itself. I notified the desk two separate times. Crista a woman who worked there gave me a disgusting attitude over it, refused to call police or help in any way. Its animal abuse...how is this dog supposed to eat or go to the bathroom while locked inside of a vehicle? They didn't seem to care at all. Does not appear like a safe place for pets imo.
