Kaibab National Forest

Kaibab National Forest is the forest that surrounds the northern and southern portions of the Grand Canyon, and welcomes leashed dogs. The forest provides several dog-friendly hiking trails and campgrounds. Permits may be required for recreational land use. Check their website for details.
