Are they dog friendly?

I live near this cute coffee house and walk my dogs by there frequenty. There are plenty of tables outside, and I would love to take a break from my walk and enjoy one of their smoothies or a coffee, I've stopped on 3 different occasions and nobody ever comes out to take my order. There are plenty of windows where I can look inside and see that they aren't busy, so maybe they don't want business from dog owners? I understand that it's a counter-service business, but you can't take the dogs inside. If they see someone with dogs sitting outside and they aren't busy why not make the sale and the tip?
