Great Place but not for everyone!

I would like to know if there are rules which state if your dog is mean they are not allowed? Upon entering for out first time, with our 5 month old pup on a leash, a gentleman told us to take our pup off the leash that is what dogs need to do, is run and have fun. I explained it was our first time here and not sure of other dogs behavior. A little later while our pup was off leash, two boxers came running towards him and then attacked our dog. The elderly woman just called out to the dogs which didn't listen as my pup was crying and laid down then ran as they continued to attack him. I finally grabbed my pup as I fell to the ground clinging on to him for life, shaking uncontrollably. She proceeded to walk off without a word. I will never return again because of people. The park is beautiful and wish peoples ignorance would have not made this a bad experience for pup and me.
