Not respectful of service dog

Customer had an off leash dog who approached a service dog, despite owner asking numerous times to keep dog away. Evidently if you are a “ local” & know the owner you can do as you please. A medical emergency with the dog owner occurred & owner just asked them to leave so his friend wouldn’t be upset!!
