Entry Requirements

Complete the following entry requirements to travel to Philippines with your pet:
  • Philippines is a high-risk country for rabies. In order to return to the United States, travelers with U.S.-vaccinated dogs must provide two documents per animal, the CDC Dog Import Form (completed online with an uploaded photo of your dog, taken recently or within 15 days before travel to the U.S. if under one year old) and a Certification of U.S-issued Rabies Vaccination form. The CDC Dog Import Form can be completed online and is valid for six months, allowing multiple entries if the port of entry remains the same. The Certification of U.S.-Issued Rabies Vaccination form must be filled out by a USDA-accredited veterinarian before departure and endorsed by the USDA; it’s valid for the duration of the rabies vaccination. Alternatively, a USDA-endorsed export health certificate issued before July 31, 2025, that includes the dog's age, microchip number, and valid rabies vaccination information can be used in place of the Certification form. USDA-endorsed export health certificates issued after July 31, 2025, will not be accepted for re-entry into the United States. Additional requirements include a detectable microchip implanted before rabies vaccination, proof of rabies vaccination administered after microchip insertion, and the dog must appear healthy upon arrival. Dogs must be at least 6 months old at the time of entry or return. These documents allow entry at any U.S. port of entry matching the one listed on the CDC Dog Import Form receipt. Their microchip number must be included on all required forms and supporting documents. The required forms can be obtained at this link. For further guidance on returning to the U.S. with your pet from a high-risk country, contact the CDC directly at cdcanimalimports@cdc.gov
  • Pets entering the Philippines must have an international veterinary health certificate from a licensed veterinarian in the country of origin stating that they are free from, and have no known exposure to, dangerous communicable animal diseases. The certificate is valid for 10 days from the date of issuance to the time of departure.
  • Dogs and cats must be vaccinated against rabies at a minimum age of 12 weeks (or animals vaccinated against rabies earlier than 12 weeks of age shall be given a booster shot with the owner's consent before applying for SPS import clearance). Vaccinations must be administered at a minimum of 14 days before travel. Required canine vaccinations include rabies, distemper, hepatitis, leptospirosis, parainfluenza and parvovirus. Required feline vaccinations include rabies and panleukopenia.
  • Animals must be treated for internal and external parasites within 30 days prior to travel, and must also be microchipped for identification purposes.
  • If you are planning on bringing your pet, you will also need a Sanitary and Phytosanitary Import Clearance (SPSIC) from the Bureau of Animal Industry (BAI) before importation. Up to three animals total (dogs or cats, or combination thereof) can be listed on one SPSIC. The number of animals listed on the SPSIC must match the number of animals listed on the health certificate. Contact the BAI directly via email at strategiccommunications@bai.gov.ph for more information.

Quarantine Information

Pets traveling to Philippines do not need to be quarantined if they meet all the necessary requirements listed above. Dogs and cats who do not meet the requirements will be sent back to the country of origin at the expense of the owner.
